Abstract

The paper holds together data pointing to the personality and competence of Carol Davila, general and doctor of the Romanian army. In the second half of the 19th century, he became visible in Romanian balneology as chief of military service and reformed the Romanian balnear system, which was destroyed and ignored for more than fifth years. Davila’s actions could form together a very good model for a management plan including the following main targets: 1. The study of material base and resources and new investments for developing (listing the balnear patrimony and the level of damaging in the time of taking over, extending and building new installation and centres - Pucioasa 1864, cleaning and protecting the springs – Căciulata 1866 and others). 2. The development of research in balneology (starting chemical analysis of Olănesti, Pucioasa, and Călimănesti mineral waters) and the international advertising of research results in the aim of mineral water evaluation and commercialization (Wien exhibition 1873, Bruxelles exhibition 1893, Congress of hydrology Paris 1889). 3. The organization of legal and scientific frame for research and treatment activities and for development of balneology in Romania (Davila contributed to the birth act of Society of Hidrology, Bucharest 1868, made contribution to balnear law, public authorities and institutions in balnear field). 4. Human resources development (he pointed out the necessity of physicians’ education in balneology and had the initiative to bring medical students to have practice in Olanesti centre).
