Greenhouse Gas Emissions Trading System: EU Experience and Prospects for Implementation in Ukraine

Abstract

The present paper focuses on the European Union emissions trading system and its development. The main regulatory provisions regulating the functioning of the EU emissions trading system, the procedure for selling permits at auctions, the free allocation of permits, and the use of funds from sales of permits are analyzed. The process of developing the mechanism of emission trading in Ukraine is described, and existing regulatory and draft documents in this area are analyzed. Recommendations on the introduction of the emissions trading system in Ukraine are proposed.
