The fiscal policies of the EU democratic countries must fulfil the principle of the free move of goods, capital, labour and services. By the tax system, this principle allows the free competition between individuals, independent of the origin of capital, goods, services and labour residence. Taxes must be a state instrument to be used not only to finance public expenditures.Published
