Abstract

Public procurement is the acquisition of goods, services and works by a government or public sector organization. In this research, we attempted to cover various topics such as the conception, the perception, and the opinion of experts (employees of public institutions) on the field of public procurement. The research also focused on identifying strategies for the smooth functioning of the entire public procurement process through best practice strategies for the preparation of tender specifications and the identification of certain errors, attitudes, and behaviours of economic operators. Furthermore, we identified best practices for ensuring the transparency and integrity of the implementation process for the procurement procedures used.
