Abstract

The background that creates the best conditions for the development of transnational crime, terrorism and corruption are often similar. Moreover, terrorists use and realize their activities throughout technology and the use of worldwide communications systems. It seems that that there is a growing tendency for these groups to act in rather developed countries where there is a lock of wired personnel, and the existing one is poorly paid and unmotivated. This shortage of personnel represents a problem mainly because it refers to the IT domain.
