Abstract

The paper presents the development of the policies of the Council of Europe for the development of a new multicultural environment in Europe based on overcoming hate speech and intolerance in Europe and by creating a policy of cohesion and inclusion. The research presents the legal framework, designed by the international organization for protecting and securing human rights, tolerance, and basic freedoms. It also looks into the practical implementation of the legal standards.
