General View on the Economic-financial Delinquency

Abstract

The delinquency, which could be defined as the ensemble of human behaviours that are forbidden by criminal law, that is, the total actions characterized as criminal offences according to the law, represents a great threat to democracy and public safety in Romania. The fundamental rights and freedoms are in danger anytime a citizen becomes a victim. Delinquency generates fear among the population, reduces its trust regarding the authorities and their ability to actively involve themselves in the state's economic development.
