Abstract

The Matrix System is a basic model for assessing the Member States of the European Union (EU) they implement to manage the national railway safety. It consists of five main elements, divided into 26 different sub-items. The assessment is for each Member State level performance on each sub-element, on a scale of 1- 5, where 1 represents the performance of ad hoc and 5 represents excellence. The assessment is based on an analysis of documents in conjunction with interviews with representatives of the Ministry and representatives of Romanian Railway Safety Authority - ASFR (NSA) and the railway sector (RUs / IF, IMs / GI).
